        【摘要】党的十九大报告中作出的两个“十五年”战略安排，既体现了对中国特色社会主义进入新时代的历史方位的准确把握，又明确了实现第二个一百年奋斗目标的时间表和路线图，在理论和实践层面都具有重大意义和价值。

        准确把握历史趋势和时代的要求，确立鼓舞人心而脚踏实地的奋斗目标，是一个成熟的政党的重要能力，也是一个政党为国家和社会提供有力领导力的重要方式、重要工作，更是一个优秀政党勇于开拓进取、破浪前进的伟大执行力的重要表现。党的十九大报告中作出的两个“十五年”战略安排，既体现了对中国特色社会主义进入新时代的历史方位的准确把握，又明确了实现第二个一百年奋斗目标的时间表和路线图，在理论和实践层面都具有重大意义和价值。

        领导和团结全国各族人民，实现中华民族的伟大复兴，是中国共产党自其创立之日起，长期不懈的奋斗目标。这一伟大目标的实现，经历了从新民主主义革命到实现民族独立（1921-1949年）、从社会主义革命到社会主义建设（1949-1978年）、从改革开放到建设中国特色社会主义（1978年-至今）三个重要阶段。在各个不同的历史阶段，党需要科学分析国家和社会、国际和国内的现状，准确把握、区分当时国家社会发展中的主要矛盾和次要矛盾，确定党在近期、中期、远期的奋斗目标，并在此基础上确定党的各项工作的方针和政策，以此指引党和国家、全社会的具体工作。

        党的十一届三中全会上，以邓小平同志为核心的党的第二代中央领导集体，决定把党的工作重心转移到经济建设上来。自此，党在什么是社会主义、怎样建设社会主义的道路上，展开了伟大的实践。不久，党的十三大提出了党领导全国人民建设现代化国家的“三步走”战略目标。在我国经济社会发展严重滞后的情况下，党中央提出，第一步，用十年左右的时间，即从1981年到1990年，实现国民生产总值翻一番，解决人民的温饱问题。第二步，再用一个十年，即从1991年到二十世纪末，实现国民生产总值再翻一番，使人民生活达到小康水平。第三步，再用半个世纪的时间，将我国建成“基本实现现代化”的国家。

        党的十九大作出了“中国特色社会主义进入了新时代”的重大政治论断。中国特色社会主义进入新时代，在中华人民共和国发展史上、中华民族发展史上，在世界社会主义发展史上、人类社会发展史上，都具有重大意义。党的十九大报告中，习近平总书记用了三个“意味着”作出了精辟概括，我们要深刻领会。

        （一）在中华人民共和国发展史上、中华民族发展史上，中国特色社会主义进入新时代的意义在于：“意味着近代以来久经磨难的中华民族迎来了从站起来、富起来到强起来的伟大飞跃，迎来了实现中华民族伟大复兴的光明前景。”

科学发展，贵在科学，重在发展。科学发展的本质要求，是尊重和遵循客观规律求发展，按客观规律办事。贯彻落实科学发展观，只有不断学习、更新知识，才能适应新的形势和新的要求。
面对我国改革开放和现代化建设出现的新情况新问题，必须努力学习现代经济知识，不断提高驾驭市场经济的能力。我国已经初步建立了市场经济体制，在发展社会主义市场经济的实践中，我们加深了对社会主义市场经济规律的认识。但较之西方发达国家发展市场经济的历史进程和成功经验，我们对市场经济运行机制的掌握还是远远不够的。改革开放三十年来，我国在经济总量不断增大，经济发展保持较快增长速度的同时，经济运行中的不健康不稳定因素也存在，经济结构不合理、经济效益低下，城乡之间、区域之间、经济发展与资源环境保护之间、经济发展与社会发展之间不协调的问题越来越须重视。我国经济社会发展中出现的各种矛盾和问题，反映出经济工作还有不少方面不符合科学发展观的要求。无论消除当前经济运行中的不健康不稳定因素，还是解决经济社会发展中的深层次矛盾，都要求我们必须努力学习宏观经济知识，把握综合运用经济、法律和必要的行政手段进行宏观调控的基本原理，正确认识社会主义市场经济条件下宏观调控的必要性和重要性；
努力学习微观经济知识，更好地发挥市场机制的积极作用，自觉避免市场的盲目性；
努力学习国际的相关知识，全面认识和把握经济全球化趋势下我国对外开放的环境，努力实现全方位协调发展，真正做到又好又快地发展。

以人为本、全面协调可持续性的发展观，体现了马克思主义的方法论和世界观，体现了毛泽东思想的理论与实践相结合，实践是检验真理的唯一标准等思想，体现了邓小平理论关于建设中国特色社会主义的时代要求，同时也是实践“三个代表”重要思想的要求。继承发展马克思主义、毛泽东思想不用科学的观点、发展的观点去做不行，继承和发展邓小平理论，建设中国特色社会主义，落实“三个代表”重要思想不用科学的观点、发展的观点不行，代表先进生产力发展要求、代表先进文化发展方向、代表人民群众的根本利益，不树立和落实科学发展观也不行。要实现全面建设小康社会的奋斗目标，开创中国特色的社会主义伟大事业的新局面，就必须抓好“发展”这一执政兴国的第一要务。而“发展”这个第一要务，必须是科学的。正如总书记指出的那样，经验表明，一个国家坚持什么样的发展观，对这个国家的发展将产生重大影响，不同的发展观往往会导致不同的发展结果，“科学发展观”之所以重要，是因为它应该成为我们执政党带领全国人民奔小康、建设社会主义现代化强国的指导思想。因此，“科学发展观”就是我们党的指导思想，是统领我国经济社会发展全局的根本指针。
